Mr. Kevin OLeary is currently a Marine Corps Reserve Counterintelligence Officer at Marine Support Battalion, Fort Meade Maryland, where he is the Operations Officer in the Executive Protection Unit for the National Security Agency (NSA).  His prior assignments have been in Iraq as the Human Intelligence (HUMIT) Operations Officer for II Marine Expeditionary Force; Washington DC as the operations officer for the 12th Counterintelligence Team; Camp Pendleton CA. with the 1st Marine Division G 2 (Intelligence) as a staff officer; and again in CA with the 1st Reconnaissance Light Armored Battalion He has a BA from Saint Anselm College. 

Mr. Dan Hegg is a former United States Army Special Operations Officer. .  His areas of expertise include Risk Management, Mission Planning, Emergency/Contingency Operations, Human Capital Management, and Training & Evaluation. Dan has also completed advanced Incident Command System (ICS) training and is currently pursuing First Responder training and certification as a volunteer firefighter/EMT with the Alexandria Fire Department in the city of Alexandria, VA. Dan is a graduate of Harvard University with a B.A. (cum laude) in Government.

Mr. Dan See is a subject matter expert in Risk Management. In addition, he has over 29 years combined experience in tactical and strategic communications, contingency operations, mission planning, and military operations.  Mr. See currently leads the Analytical Risk Management (ARM) work for SMART in support of the U.S. Government and Commercial Industry.  .

Mr Bryan Smith is a former United States Air Force Security and Disaster Preparedness Officer. Bryan commanded security teams in Europe that provided custodial security for US nuclear weapons that were kept on foreign soil. During increased threat conditions he was responsible for command and control of 100 American and German security officers.

Mr Jim Cox was a supervising Sergeant leading the Special Operations Unit of the Metropolitan Washington Airports Authority, responsible for planning and operations related to contingencies, and for managing critical MWAA Special Operations assets including the Special Response Team (SWAT), Hostage Negotiation Team and the Motor Unit. Highly skilled communicator and problem solver  with a long term record of working closely with US Secret Service, the Department of States Diplomatic Security Service, TSA, FBI, and many other Federal, state, and local law enforcement and investigative agencies.

Mr. Dennis McNulty is a retired U. S. Marine Corps Lieutenant Colonel and Infantry Officer, with a broad and distinguished career.  Having served for over 20 years, Dennis filled leadership positions in both the operating and the non operating forces.  Dennis has experience in the focus areas of First Responders and Consequence/Emergency Management; Asset Risk and Preparedness; and, Mission Assurance and Security.    Dennis

Mr. John Saitta is a former active duty Marine Corps officer (currently a drilling Major in the Marine Corps Reserves) with 14 years comprehensive operational and intelligence experience.  He possesses extensive experience in conducting threat vulnerability assessments of physical assets, as well as with risk mitigation/consequence management procedures and methodologies. He specializes in security/risk management, interagency liaison, planning/coordination, training support, intelligence analysis and collection/production methodology. 

Mr. Steve Greer is a combat decorated Green Beret, recently retired from the U.S. Army after 20 years of active service, and a nationally recognized expert at anti terrorism, military tactics, strategy, and soldier issues and routinely provides on air military analysis for FOX News Channel. He serves on the faculty of American Military University teaching Special Operations Strategy, Insurgency, Revolution, Unconventional Warfare, and Low Intensity Conflict.  He earned a Bachelor of Science from Liberty University and a Master of Arts in Military Studies Land Warfare from American Military University.

Mr. Len Blevins is a retired Army Colonel and Green Beret (Special Forces), who has conducted clandestine and overt combat operations in support of US national security interests worldwide including the targeting of enemy defense industrial base infrastructure and personnel. A former Director of all Defense Threat Reduction Agency (DTRA) Vulnerability Assessment Teams conducting Joint Staff Integrated Vulnerability Assessments (JSIVAs) worldwide on DoD critical infrastructure. Hand picked by Governor Tom Ridge to be inaugural Director, Coordination Center, Department of Homeland Security. Additionally was the DTRA representative to Critical Infrastructure Protection Integrated Staff (CIPIS) and Chairman Joint Chiefs of Staff (CJCS) representative to the Joint Staff Office of Secretary of Defense led Vulnerability Assessment Integrated Process Team.

Mr. Jeff Cole   expert in anti terrorism, counter terrorism, and counter narcotics.  He retired after 21 years of active service, much of that time spent in related billets and in the SouthCom Theater.  He accompanied his host units on numerous counter insurgency operations, in an environment of high terrorist activity targeting U.S. military personnel. 

Mr. Bill Bramer, a retired Navy Commander, was the original Critical Infrastructure Protection (CIP) lead for the US Navy responsible for vulnerability identification and remediation at all US Navy installations worldwide. Led classified CNO Anti Terrorism Division Integrated Vulnerability Assessment teams to more than 50 sites domestically and overseas. Bill was concurrently the Naval Criminal Investigative Service (NCIS) HQ policy lead for physical infrastructure assurance for all Navy facilities and ashore commands worldwide. Assisted Coast Guard develop its Port Integrated Vulnerability Assessment (PIVA) program. Assisted in the development and implementation of post USS Cole security measures water side at all US Naval Stations, Navy Port Operations departments, and ports visited overseas by transiting US Navy ships.

Mr. Dennis Smythe   Retired Naval Officer. Served as Deputy Team Chief and Infrastructure / Structural Engineer on Joint Staff Integrated Vulnerability Assessment (JSIVA) Teams at the Defense Threat Reduction Agency (DTRA). Served as the Agency lead for all critical infrastructure security & protection issues, responsible for infrastructure engineers on all other Agency anti terrorism teams.

Mr. Bill Cowan is the chairman and CEO of the WVC3 Group, a Reston, Virginia based company specializing in international security. He was a member of the United States Marine Corps who has become well known for his combat and counterterrorism experiences, including his rescues of hostages in different parts of the world. He is also a contributor for the Fox News Channel, and an expert in international terrorism.

Mr. James Liddy, a retired Navy SEAL, is internationally recognized as one of the nations premiere experts on counter terrorism, having headed the U.S. Navys elite Red Cell Team and led the creation of DoDs Antiterrorism and Force Protection Plan. He has served as the Chief of Plans and Policy for the United States Special Operations Command (SOCOM), Washington Office, where he planned and coordinated operations in support of the Global War on Terrorism (GWOT) with the Office of the Secretary of Defense, the Joint Chiefs of Staff, the Services and government agencies for the US Special Operations Command. He has also been a member of the National Security Council (NSC) Working Group for Regional Response to Terrorism and part of the Chairman of the Joint Chiefs of Staffs Strategic Planning Team for the GWOT and has years of counter terrorism and related operational experience.

Mr. John Noe   Director Homeland Security R&D Programs Underwriters Laboratories (UL). Retired Army Colonel (Special Forces) with fourteen years in the Armys DELTA FORCE. Former Operations Officer (J3) US Special Operations Command (SOCOM). Former Deputy Commander United States Army Special Operations Command (USASOC). Former Group Commander 5TH Special Forces Group (Airborne).

Mr. Robert V. Jacobson was president of International Security Technology, Inc., a New York City based consulting firm specializing in the risk management of high technology systems.  Current and past government and industry clients are located in the United States, Europe, Africa, Asia, and the Middle East. Jacobson pioneered many of the basic computer security concepts now in general use.  Mr. Jacobson has been a long time participant in US Government efforts to deliver effective risk management tools to government agencies. 

2. First Responders and Consequence/Emergency Management  

Chief Bill Killen is the immediate past President of the International Association of Fire Chiefs (IAFC) and immediate former fire chief of the Holston Army Ammunition Plant,. Kingsport, TN. Bill is the former Metropolitan Washington Airports Authority (MWAA) Fire Chief and the former Director, Navy Fire & Emergency Services, Bill has more than 49 years experience as a volunteer and career firefighter and chief officer in career, municipal, industrial, federal and military fire departments.  Chief Killen holds a bachelors degree in Fire Administration from the University College, University of Maryland and holds the Chief Fire Officer designation.

Chief Fred Thomas  is the former Chief of Police for Washington DC, where he maintained the publics safety and managed an authorized urban police force of 4,889 sworn officers and 963 civilian members with a $252 million annual budget. Fred coordinated multiple security forces to safeguard the President of the United States, the Congress of the United States, the Diplomatic Corps and many visiting heads of state and dignitaries.

Mr. Jack Taylor   former Senior Advisor to the Secretary of Public Safety and Correctional Services for the state of Maryland.  Twenty seven years as a Special Agent, Inspector and Senior Executive of the US Drug Enforcement AdministrationHe is the former Agent in charge of the DEA office in Baltimore.

Mr. Vince Anthony brings over 20 years of both domestic and international governmental contracting experience in special operations training, force protection, anti terrorism, counter terrorism, counter narcotics and unconventional warfare.  By reviewing mission specific problems, he has developed customized solution packages to support todays complex mission profiles.  He has provided solution development and training to military organizations, as well as Federal, State, and Local law enforcement agencies, both within the US and abroad. 

Mr. Michael Donahe has over 20 years experience in crisis planning and directing response operations.  These events include earthquakes, wildfires, floods, and other natural disasters.  In addition, he has developed and executed plans and exercises for special events and weapons of mass destruction scenarios.

3. Critical Infrastructure Assurance and Resiliency  

Structures and Facilities  

Dr Frieder Seible is the Dean of the UCSD Jacobs School of Engineering and holds the Eric and Johanna Reissner Chair in Applied Mechanics and Structural Engineering. He developed and directs the Charles Lee Powell Structural Research Laboratories, which serve as a worldwide resource for full scale testing and analysis of structures.

Mr. George Berts has 30 years Navy facilities and utilities assurance experience (Deputy Public Works Officer NAVSEA Indian Head…also former Information Technology Department Head there). Has world class credentials on how facilities and utilities infrastructure   especially in industrial & manufacturing environment   is enabled by information technology and the vulnerabilities therein. Chaired Management Council for many years at NAVSEA Indian Head (advisory panel to CO).

Mr. Hank Chase is a retired active duty Navy Commander who following military retirement was the inaugural lead for Critical Infrastructure Protection for all Navy and Marine Corps bases worldwide. He is also the former Policy Officer to the President of the American Red Cross for matters related to disaster preparation and response, and before military retirement was the Navys Y2K Ashore Program Officer responsible for Y2K related continuity of operations, security, and disaster preparations at all Navy bases and their tenant commands worldwide. Mr. Chase was a 3 time Navy base Public Works Officer and Disaster Preparedness Officer decorated for disaster recovery operations, and has 27 years military and other federal experience in critical infrastructure assurance and protection. Moreover he was the inaugural Program Manager (contractor) for the Navys $1B Anti Terrorism Force Protection (ATFP) Program Ashore.

Mr. Jim Van de Voorde is a retired active duty Navy Commander with over 25 years of experience in facilities management including extensive program management of force protection initiatives.  He has earned a BS in Engineering and a MS in Civil Engineering and has been a registered professional engineer in California for over 20 years. Jim has completed continuing education courses in Security Engineering and Geographic Information Systems (GIS).  He was an active member of the Navys Anti Terrorism/ Force Protection (AT/FP) Working Group from 2001 through 2002.   

Mr. Richard Bilden is a registered professional engineer, with a Bachelors Degree in Architecture and a Masters Degree in Urban Planning.  He is a retired active duty Navy Commander with over 40 years of facilities planning and management experience in the public and private sectors, including extensive participation in critical infrastructure, force protection and Homeland Security initiatives.  His 20 years of active duty with the Navy included three major contingency planning assignments plus a teaching assignment at the Civil Engineer Corps Officers School, which incorporated course work on disaster preparedness. 

Dr. Denver Roopchand is a senior level risk manager who possesses a strong background in the development and implementation of qualitative and quantitative risk identification, assessment, and prioritization tools.  He was recently recruited to a mobile rapid response team of specialists assembled by Department of Homeland Security to assess the effects of and response to Hurricane Katrina on critical infrastructure and key asset facilities in LA, MS, AL, and FL. 

Transportation and Utilities  

Mr. Richard (Dick) W. Steeg is a seasoned senior executive and professional engineer with over thirty years experience the electric and gas utility industry in assurance, distribution engineering, and construction and is experienced in the requirements of residential, commercial, and industrial customers, as well as day to day system operations. Additionally, Mr. Steeg has had responsibility and accountability for storm and emergency preparedness and restoration efforts for both winter and summer weather events, including ice storm, tropical storm, and hurricane events in the Mid Atlantic and Southeast. U.S. Mr. Steeg holds BSCE and MSCE degrees from the University of Maryland at College Park, and has completed the Public Utilities Executive Program at the University of Michigan.  

Mr. Tom Gross   retired Senior Executive Service member and Department of Energy (DOE) Assistant Secretary for Transportation Technology. Retired Navy Reserve Civil Engineer Corps, Rear Admiral. Executive Director of the Transportation Energy Partnership.

Dr. Frank F. C. Tung. Senior executive (SES) with the U.S. Department of Transportation. Retired July 2002. Served as Deputy Director of the Volpe National Transportation Systems Center for fifteen (15) years. Prior positions included Chief, Traffic Control Systems and Urban Transportation Systems; Associate Director, Office of Systems Assessment; and Associate Director, Operations Engineering. He was the Volpe Centers senior representative in working aviation program issues with the Federal Aviation Administration (FAA) and the Office of the Secretary of Transportation.

Dr. Robert A. Smith Retired from the U.S. DOTs John A. Volpe National Transportation Systems Center. Over 30 years experience in the accomplishment, direction, and management of research programs in business analysis, information system requirements, information system design, performance measures, and strategic planning for a cross section of DoD and DOT clients.

Dr. Mel Chiogioji served thirty two years in the Navy and Naval Reserve as a Civil Engineer Corps Officer including six years as a Rear Admiral, adding experience in engineering and evaluation of Naval weapons and weapons systems including nuclear weapons.

Mr. George Burns, Commander US Coast Guard (Ret), has had an active professional career upon retiring from the USCG. He has led and coordinated on site teams conducting a Port wide Security Vulnerability Assessment for the Port of South Louisiana in 2002, the largest tonnage port in the US. Commander Burns has conducted a cost study for the European Commission on the implementation of the new international maritime security codes throughout Europe and has served as the subject matter expert for maritime security during port visits to Dover, UK, Antwerp, Belgium, and Vlissingen, the Netherlands. He has performed Vessel and Facility Security Assessments and prepared Security Plans (for both vessels and facilities) for over two dozen vessels/facilities, both domestically and internationally.

Industrial Base and Research & Development  

Mr. Joe Lehman retired from federal civilian service in Oct 2003 as a Presidential Rank Senior Executive (SES). Prior to retirement he was the Senior Technical Executive for the Fire Support Armament Research Development and Engineering Center (ARDEC), Picatinny Arsenal NJ (March 1994  Oct 2003).

Mr. Jim Donahue directed the Defense and Aerospace Products Group of ICI Americas, Inc., which designed and manufactured critical ordnance items for both domestic and international customers. While with the Department of the Army, he served with US Army Munitions Command, Frankford Arsenal, where he was the Associate Technical Director, and the US Army Armaments Research, Development and Engineering Center, as the Director of the ARDEC Ballistics Laboratory, pursuing research and development programs as well as overseeing the operation of the NATO North American Regional Test Center and the implementation of the precedent setting accords for ammunition standardization, interchangeability and interoperability.

Dr. Ehud Ganani, Chairman of Aeronautics Defense Systems, former CEO of IMI (Israeli Military Industries) and VP Marketing & Business Development of Rafael, Israels military technology powerhouse, currently also
Chairman of 3D ACT.

Telecommunications  

Dr. Khurshid Qureshi has more then 20 years of experience in aerospace, satellite communications, security, fiber optics, and automotive industry. Dr. Qureshi was past president of the University One Card System and was senior executive at General Motors (Saturn and On Star) and MTI. As Director of Advanced Technology at General Motors, he was responsible for transferring Hughes Aerospace and Satellites technologies to automotive applications. He initiated many advanced communication programs including OnStar system, GPS navigation and multi band/channels communications between automobiles and satellites, radio and wireless phone systems.

Dr. John Norgard is a graduate of the Georgia Institute of Technology (BSEE) and California Institute of Technology (MS Ph.D.).   He also has post doctorate degree in Geophysics at the University of Oslo .Dr. Norgard is a world renowned scientist in the field of RF and antenna design and development with experience at the Jet Propulsion Lab, the United States Air Force Academy and University of Colorado in Colorado Springs. 

Mr. Ted Hedin   retired Air Force Colonel with over 37 years experience developing and managing complex telecommunications systems. Former Chief of all Western Hemisphere and Hawaii area communications for the Defense Communications Agency to include assurance for and protection of all critical telecommunications infrastructure both commercial and government owned.

Mr. Claude McCormick is a top performing, results oriented leader with executive communications and solutions management project management, engineering and operations experience.  He has spearheaded design and project management efforts resulting in successful completion of numerous multi million dollar projects. He has successfully held several managerial, supervisory and advisory positions. 

 Dr. Stephen Browne is a highly respected expert on Communications for providing support and technical assistance to public safety agencies and to Police, Fire, and Sheriff Departments.  As consultant to the Sprint/Nextel National Public Safety Advisory Board, Dr. Browne represented public safety in the 800 MHz frequency realignment process. 

 Mr. Richard Duchaine is an Information Systems Executive Consultant with diverse experience and proven leadership in both the private and public sectors. 

 Mr. Robert Hasty was Director, Operations & Technical Services for United Airlines and was responsible for major computer security and infrastructure project design, costing, justification, and deployment for airline business units.  This included domestic and international airports, reservation centers, maintenance centers and general offices, as well as WAN/LAN design and implementation.  

4. Mission Assurance & Security  

Mr. Richard A. Coleman. Brigadier General, USAF, Retired. Former Director of Security Forces, USAF and Commander of the USAF Security Forces Center. Key member of the Air Staff, The Pentagon. Responsible for policy, planning, budgeting, and training of the Air Forces 30,000 member security force in base defense, physical security, and law enforcement.

Mr. John M. McBroom   Major General, USAF, Retired. Former Director of Emergency Operations and Energy Assurance with the U.S. Department of Energy (DoE), responsible for security at all DOE national laboratories as well as security policy for the nations electric power generators and distributors and the nations oil and gas industry.

Mr. Ken Biery   Co authored and published 10 books on risk assessments and security related subjects, as well as many articles and whitepapers on the security industry and is a global keynote speaker on security trends and technology as a security technology and infrastructure assurance consultant.

Mr. Charlie Maynard   airport operations and airline security expert. Over twenty five years experience in international flight operations involving civil and military ground and airborne security.

Mr. Gary Van de Putte is a retired USAF Colonel. Mr. Van de Putte has more than 30 years aviation experience as a pilot, and combat test pilot. A very experienced flight operations manager and director, he has extensive emergency planning/ management expertise.

Mr. Josh Williams is an information systems, information assurance (IA) and security executive with more than 24 years of strong technical and leadership experience, in both the government and private sectors.  A Certified Information Security Manager (ISACA #0300463), he also holds other professional and vendor certifications, and has extensive background in hardware encrypted private networks, as well as unclassified, public networks.  He is currently the Program Management Office task lead for global implementation of anti terrorism technology packages for the US Navy. 

 Mr. Deke Smith   is a registered architect with significant experience in the information sciences.  He retired after 30 years with the Department of Defense with experience in all aspects of facility lifecycle activities plus facility modeling and geospatial information systems.  He also has private sector experience in value engineering and lifecycle costing with over a billion dollars of VE project experience. 

 Ms Veronica Carter   is a former Civil Servant (International and US) and retired Army officer with over 25 years experience managing diverse supply chain and logistics operations in military, government and international organizations.  Ms. Carter has successfully developed, coordinated and implemented logistics support and supply chain management solutions on four continents. 

 5. CBNRE & Public Health   

Dr. Christopher Davis   MD, PhD. Retired Royal Navy (UK) Senior Surgeon Commander and acknowledged world class authority on biological weapons/bio terrorism with expertise in WMD, global infectious disease issues, emergency preparedness, international security, and drug/diagnostics R&D. Former Senior Intelligence Analyst, Biological, Chemical and Medical affairs, British Ministry of Defense. 

Mr. Rick Elinski is a former US Army Chemical Officer with extensive CBRNE and Emergency Management experience, as well as a Military Intelligence background and an advanced degree in Asian Studies, focused on International Relations and Pacific Region Security.

Mr. Joe Maschuci   retired USAF Officer. Former New Jersey State Police Official responsible for CBNR planning and emergency response state wide. Whitehouse Staff Officer for the USAFs 89th Air Wing with responsibility for all CBNR, EOD, anti terrorism, and emergency engineering & HAZMAT response affecting the Whitehouse and the national command structure.

Dr. Thomas P. Ball, Jr., M.D. Major General, USAF, Retired. Former Commander, Joint Medical Command, Randolph AFB, San Antonio, Texas. Commander, Wilford Hall USAF Medical Center, San Antonio, Texas and Malcolm Grow USAF Medical Center, Washington, D.C. Director, Medical Inspection, HQ Air Force Inspection and Safety Center, Norton AFB, California and Director, Medical Personnel HQ Air Force Military Personnel Center, Randolph AFB, San Antonio, Texas. Professor, Surgery/Urology, University of Texas Health Science Center, San Antonio, Texas. Urological Consultant to the USAF Surgeon General.

Dr. Murray Hamilton, Director, Rocky Mountain Center for Homeland Defense, brings over 25 years of experience in the field of environmental toxicants, nerve agents, and chemical decontaminants for warfare agents.  Dr. Hamilton has served on a variety of international panels and research bodies within the defense and research communities.  He has authored and co authored more than 75 articles in peer reviewed publications and has published extensively in the defense literature with more than 250 presentations to various scientific and defense meetings. 

Dr. Hassan Mashhadi has managed programs at national and international level for over 27 years.  He has been Director  General of Foreign Press Dept. Ministry of Information, Director  General of Interpretation and Translation Dept. Ministry of Foreign Affairs, and Head of the delegation to the Conference on Disarmament in Geneva dealing with international security, arms control and disarmament.

6. Policy  

Mr Tom Bozek began his Federal service in 1968, retiring as a senior executive in May 2003.  During his Federal career, Mr. Bozek held a variety of executive, technical and management positions in the Office of the Secretary of Defense, the Defense Communications Agency and the Defense Intelligence Agency.

 Dr. Stephen Gale   is a faculty member at the University of Pennsylvania with appointments in the Departments of Regional Science and Political Science and is a Senior Fellow of the Foreign Policy Research Institute. He is Co Chairman of FPRIs Center on Terrorism, Counter Terrorism, and Homeland Security.

Dr. Paula D. Gordon, Ph.D., is an analyst, consultant, and writer. She has served in staff officer, analyst, consultant, and special project director roles in the public and private sectors. Federal agency service or consultancies has included the National Institute of Mental Health; the Department of Health, Education, and Welfare; Federal Energy Office/Federal Energy Administration; the Research Applied to National Needs Program of the National Science Foundation; the Federal Emergency Management Agency; the Environmental Protection Agency, and the Advisory Commission on Intergovernmental Relations.

Mr. Jeff Gaynor   Jeff most recently directed the Emergency Response and Critical Infrastructure efforts of the Homeland Security Secretarys principal, organizationally independent, advisory body   the Homeland Security Advisory Council (HSAC). Among the HSACs public recommendations was the advancement of national critical infrastructure policy from traditional protection standards to a proactive, agile, objectively measurable and sustainable resilience standard.
