is currently
a Marine Corps Reserve Counterintelligence Officer at Marine
Support Battalion, Fort Meade Maryland, where he is the
Operations Officer in the Executive Protection Unit for the
National Security Agency (NSA). His prior assignments have been
in Iraq as the Human Intelligence (HUMIT) Operations Officer for
II Marine Expeditionary Force; Washington DC as the operations
officer for the 12th Counterintelligence Team; Camp Pendleton
CA. with the 1st Marine Division G 2 (Intelligence) as a staff
officer; and again in CA with the 1st Reconnaissance Light
Armored Battalion He has a BA from Saint Anselm College.
Mr. Dan Hegg
is a former United States Army Special Operations Officer. .
His areas of expertise include Risk Management, Mission
Planning, Emergency/Contingency Operations, Human Capital
Management, and Training & Evaluation. Dan has also completed
advanced Incident Command System (ICS) training and is currently
pursuing First Responder training and certification as a
volunteer firefighter/EMT with the Alexandria Fire Department in

Mr. Dan See
is

Mr Bryan
Smith
is a former
United States Air Force Security and Disaster Preparedness
Officer. Bryan commanded security teams in Europe that provided
custodial security for US nuclear weapons that were kept on
foreign soil. During increased threat conditions he was
responsible for command and control of 100 American and German
security officers.
Mr Jim Cox
was a supervising Sergeant leading the Special Operations Unit
of the Metropolitan Washington Airports Authority, responsible

methodologies. He specializes in security/risk management,

Mr. Steve
Greer
is a
combat decorated Green Beret, recently retired from the U.S.
Army after 20 years of active service, and a nationally
recognized expert at anti terrorism, military tactics, strategy,
and soldier issues and routinely provides on air military
analysis for FOX News Channel. He serves on the faculty of
American Military University teaching Special Operations
Strategy, Insurgency, Revolution, Unconventional Warfare, and
Low Intensity Conflict. He earned a Bachelor of Science from

Blevins
is a retired
Army Colonel and Green Beret (Special Forces), who has conducted
clandestine and overt combat operations in support of US

former Director of all Defense Threat Reduction Agency (DTRA)
Vulnerability Assessment Teams conducting Joint Staff Integrated
Vulnerability Assessments (JSIVAs) worldwide on DoD critical
infrastructure. Hand picked by Governor Tom Ridge to be
inaugural Director, Coordination Center, Department of Homeland
Security. Additionally was the DTRA representative to Critical
Infrastructure Protection Integrated Staff (CIPIS) and Chairman
Joint Chiefs of Staff (CJCS) representative to the Joint
Staff Office of Secretary of Defense led Vulnerability
Assessment Integrated Process Team.
Mr. Jeff Cole expert in anti terrorism, counter terrorism, and
counter narcotics. He retired after 21 years of active service,
much of that time spent in related billets and in the SouthCom
Theater. He accompanied his host units on numerous
counter insurgency operations, in an environment of high
terrorist activity targeting U.S. military personnel.
Mr. Bill
Bramer,
a retired Navy Commander, was the original Critical
Infrastructure Protection (CIP) lead for the US Navy responsible
for vulnerability identification and remediation at all US Navy
installations worldwide. Led classified CNO Anti Terrorism
Division Integrated Vulnerability Assessment teams to more than
50 sites domestically and overseas. Bill was concurrently the
Naval Criminal Investigative Service (NCIS) HQ policy lead for
physical infrastructure assurance for all Navy facilities and
ashore commands worldwide. Assisted Coast Guard develop its Port
Integrated Vulnerability Assessment (PIVA) program. Assisted in
the development and implementation of post USS Cole security
measures water side at all US Naval Stations, Navy Port
Operations departments, and ports visited overseas by transiting
US Navy ships.
Mr. Dennis
Smythe Retired Naval Officer. Served as Deputy Team Chief
and Infrastructure / Structural Engineer on Joint Staff
Integrated Vulnerability Assessment (JSIVA) Teams at the Defense
Threat Reduction Agency (DTRA). Served as the Agency lead for
all critical infrastructure security & protection issues,
responsible for infrastructure engineers on all other Agency

Mr. Bill
Cowan is the chairman and CEO of the WVC3 Group, a Reston,
Virginia based company specializing in international security.
He was a member of the United States Marine Corps who has become
well known for his combat and counterterrorism experiences,
including his rescues of hostages in different parts of the
world. He is also a contributor for the Fox News Channel, and an
expert in international terrorism.
Mr. James
Liddy, a retired Navy SEAL, is internationally recognized as
one of the nations premiere experts on counter terrorism,
having headed the U.S. Navys elite Red Cell Team and led the

Mr. Robert V.
Jacobson
was president of International Security Technology, Inc., a New
York City based consulting firm specializing in the risk
management of high technology systems. Current and past

general use. Mr. Jacobson has been a long time participant in

is the

is the former
Chief of Police for Washington DC, where he maintained the
publics safety and managed an authorized urban police force of
4,889 sworn officers and 963 civilian members with a $252
million annual budget. Fred coordinated multiple security forces
to safeguard the President of the United States, the Congress of
the United States, the Diplomatic Corps and many visiting heads
of state and dignitaries.
Mr. Jack
Taylor former Senior Advisor to the Secretary of Public Safety and
Correctional Services for the state of Maryland. Twenty seven
years as a Special Agent, Inspector and Senior Executive of the
US Drug Enforcement Administration. He is the former
Agent in charge of the DEA office in Baltimore.

Mr. Hank
Chase
is a retired active duty Navy Commander who following military
retirement was the inaugural lead for Critical Infrastructure
Protection for all Navy and Marine Corps bases worldwide. He is
also the former Policy Officer to the President of the American
Red Cross for matters related to disaster preparation and
response, and before military retirement was the Navys Y2K
Ashore Program Officer responsible for Y2K related continuity of
operations, security, and disaster preparations at all Navy
bases and their tenant commands worldwide. Mr. Chase was a
3 time Navy base Public Works Officer and Disaster Preparedness
Officer decorated for disaster recovery operations, and has 27
years military and other federal experience in critical
infrastructure assurance and protection. Moreover he was the
inaugural Program Manager (contractor) for the Navys $1B
Anti Terrorism Force Protection (ATFP) Program Ashore.
Mr. Jim
Van de Voorde is a retired active duty Navy Commander with
over 25 years of experience in facilities management including
extensive program management of force protection initiatives.
He has earned a BS in Engineering and a MS in Civil Engineering
and has been a registered professional engineer in California
for over 20 years. Jim has completed continuing education
courses in Security Engineering and Geographic Information
Systems (GIS). He was an active member of the Navys Anti
Terrorism/ Force Protection (AT/FP) Working Group from 2001
through 2002.
Mr.
Richard Bilden is a registered professional engineer, with a
Bachelors Degree in Architecture and a Masters Degree in Urban
Planning. He is a retired active duty Navy Commander with over
40 years of facilities planning and management experience in the
public and private sectors, including extensive participation in
critical infrastructure, force protection and Homeland Security
initiatives. His 20 years of active duty with the Navy included
three major contingency planning assignments plus a teaching
assignment at the Civil Engineer Corps Officers School, which
incorporated course work on disaster preparedness.
Dr. Denver
Roopchand
is a senior level risk manager who possesses a strong background
in the development and implementation of qualitative and
quantitative risk identification, assessment, and prioritization
tools. He was recently recruited to a mobile rapid response
team of specialists assembled by Department of Homeland Security
to assess the effects of and response to Hurricane Katrina on
critical infrastructure and key asset facilities in LA, MS, AL,
and FL.

Mr.
Richard (Dick) W. Steeg is a seasoned senior executive and
professional engineer with over thirty years experience the
electric and gas utility industry in assurance, distribution
engineering, and construction and is experienced in the
requirements of residential, commercial, and industrial
customers, as well as day to day system operations.
Additionally, Mr. Steeg has had responsibility and
accountability for storm and emergency preparedness and
restoration efforts for both winter and summer weather events,
including ice storm, tropical storm, and hurricane events in the
Mid Atlantic and Southeast. U.S. Mr. Steeg holds BSCE and MSCE
degrees from the University of Maryland at College Park, and has
completed the Public Utilities Executive Program at the
University of Michigan.

Chiogioji
served thirty two years in the Navy and Naval Reserve as a Civil
Engineer Corps Officer including six years as a Rear Admiral,
adding experience in engineering and evaluation of Naval weapons
and weapons systems including nuclear weapons.
Mr.
George Burns, Commander US Coast Guard (Ret), has had an
active professional career upon retiring from the USCG. He has
led and coordinated on site teams conducting a Port wide
Security Vulnerability Assessment for the Port of South
Louisiana in 2002, the largest tonnage port in the US. Commander
Burns has conducted a cost study for the European Commission on
the implementation of the new international maritime security
codes throughout Europe and has served as the subject matter
expert for maritime security during port visits to Dover, UK,
Antwerp, Belgium, and Vlissingen, the Netherlands. He has
performed Vessel and Facility Security Assessments and prepared
Security Plans (for both vessels and facilities) for over two
dozen vessels/facilities, both domestically and internationally.

Mr. Joe
Lehman retired from federal civilian service in Oct 2003 as
a Presidential Rank Senior Executive (SES). Prior to retirement
he was the Senior Technical Executive for the Fire Support
Armament Research Development and Engineering Center (ARDEC),
Picatinny Arsenal NJ (March 1994 Oct 2003).
Mr. Jim
Donahue directed the Defense and Aerospace Products Group of
ICI Americas, Inc., which designed and manufactured critical
ordnance items for both domestic and international customers.
While with the Department of the Army, he served with US Army
Munitions Command, Frankford Arsenal, where he was the Associate
Technical Director, and the US Army Armaments Research,
Development and Engineering Center, as the Director of the ARDEC
Ballistics Laboratory, pursuing research and development
programs as well as overseeing the operation of the NATO North
American Regional Test Center and the implementation of the
precedent setting accords for ammunition standardization,
interchangeability and interoperability.

Dr. Khurshid
Qureshi
has more then
20 years of experience in aerospace, satellite communications,
security, fiber optics, and automotive industry. Dr. Qureshi was
past president of the University One Card System and was senior
executive at General Motors (Saturn and On Star) and MTI. As
Director of Advanced Technology at General Motors, he was
responsible for transferring Hughes Aerospace and Satellites

Norgard

Mr Tom Bozek
began his Federal service in 1968, retiring as a senior
executive in May 2003. During his Federal career, Mr. Bozek

Stephen Gale is a faculty member at the University of Pennsylvania with
appointments in the Departments of Regional Science and

Intergovernmental Relations.
Mr.
Jeff Gaynor Jeff most
recently directed the Emergency Response and Critical
Infrastructure efforts of the Homeland Security Secretarys
principal, organizationally independent, advisory body the
Homeland Security Advisory Council (HSAC). Among the HSACs
public recommendations was the advancement of national critical
infrastructure policy from traditional protection standards to a
proactive, agile, objectively measurable and sustainable
resilience standard.
